On May 06, 2024, Biskra University Administration Council held a meeting chaired by the Higher Education and Scientific Research Minister’s representative, Mr. Abdeslam Daif,
attended by the University Rector, Mr. Mahmoud Debabeche, and various sectors’ representing members, with university officials. The president welcomed the attendees, and
then the Rector read the agenda, which included the creation at the budget section of a material article to activate Biskra University subsidiary institutions, referring to the Ministry letter No. 2024/366 dated 04 April 2024, and provided embedded indications for the approval.

The University Finance and Accounting sub-Director, Mr. Tahar Sarsa, accounted briefly of the various revenues and materials to establish subsidiaries or acquire shares in other institutions. The meeting witnessed discussions about the matter.
